ForwardThis takes the attachments out of the email, saves them to that folder, and replies to confirm with links. The first time, you'll need a free account with OneDrive connected, which takes about 30 seconds - that's the entire OneDrive email integration.

Can I forward an email to OneDrive without saving the files locally first?

Yes. The attachments are read from the forwarded message itself, so sending an email to OneDrive means one forward rather than a download, a browser tab and a drag into the right folder. Nothing lands on your machine on the way.

Can it save to a folder that doesn't exist yet?

Yes. Name a folder that isn't there and ForwardThis creates it, saves the files inside, and says so in the confirmation. It can rename a file as it saves it, and move or copy files you already have, all from the same line.

Can it share the file with a colleague once it's saved?

Yes, and it checks with you before it does, because someone else gaining access is not something you can quietly take back. You name the person in your instruction: ForwardThis will never take an address out of the forwarded email and share with whoever is in the signature.
